Luke Smith, a Career and Technical Education teacher at Topsail High School, has been selected as a finalist for the 2027 Burroughs Wellcome Fund North Carolina Career and Technical Education Teacher of the Year Award, presented by the North Carolina Center for the Advancement of Teaching.
Smith will be recognized by the North Carolina Association for Career and Technical Education during the Summer Conference Keynote and Awards Gala on Tuesday, July 14, in Winston-Salem. As a finalist, he has also been invited to participate in NCCAT’s Career and Technical Education Teacher of the Year Program, scheduled for October 26-30 at NCCAT’s Cullowhee Campus.
Smith’s selection highlights the strength of Career and Technical Education programs in Pender County Schools and the impact CTE teachers have in preparing students for success beyond graduation. Through hands-on instruction, career-connected learning, and real-world skill development, CTE programs help students explore future pathways while building the knowledge and confidence needed for college, careers, and life.
“I am honored to be selected as a finalist for this recognition,” Smith said. “CTE gives students the opportunity to connect what they are learning in the classroom to real careers and real possibilities for their future. I’m proud to represent Topsail High School and Pender County Schools, and I’m grateful for the students, colleagues, and community partners who make this work so meaningful.”
Dominique Bates, Director of Career and Technical Education for Pender County Schools, said Smith’s recognition reflects his commitment to students and to the mission of CTE.

The Burroughs Wellcome Fund North Carolina Career and Technical Education Teacher of the Year Award recognizes outstanding CTE educators who demonstrate excellence in teaching, leadership, and student engagement. Smith’s selection as a finalist places him among top CTE educators from across North Carolina.
