STUDENT CELL PHONE USAGE

Pender County Schools has approved minor updates to Policy 4318, which governs student use of wireless communication devices on campus. While the revised policy includes clearer definitions and updated language to reflect the types of devices commonly used by students today, families should note that the expectations for student use have not significantly changed.

PCS has consistently enforced the guidelines outlined in this policy, and that enforcement will continue during the 2025–26 school year.

What’s New?

  • The policy title has been updated to “Use of Wireless Communication Devices.”

  • A new section defines the types of devices covered, including cell phones, tablets, smartwatches, earbuds, and gaming devices.

  • The conditions under which students may use devices during instructional time are now clearly outlined, including teacher authorization, accommodations in a student’s IEP or 504 Plan, or for documented medical needs.

What’s Staying the Same?

Students are allowed to bring personal devices to school, but these devices must remain off, out of sight, and unused during instructional hours unless explicitly authorized.

Disciplinary measures for unauthorized use follow a consistent process:

  • First offense: Warning

  • Second offense: Device held in office, student may retrieve

  • Third and subsequent offenses: Device held in office, parent must retrieve

  • Students who misuse devices for academic dishonesty, bullying, or inappropriate content may face more serious disciplinary consequences.
