The North Carolina Early Intervention Branch (NCEI) is a part of the N.C. Division of Public Health. It is the lead agency for the N.C. Infant-Toddler Program (ITP). The Infant-Toddler Program provides supports and services for families and their children, birth to three who have special needs. Research shows that this time period is critical. It offers a window of opportunity to make a positive difference in how a child develops and learns. Sixteen Children's Developmental Services Agencies (CDSAs) across North Carolina work with local service providers to help families help their children succeed.
ECAC Parent Center is dedicated to empowering families and improving lives, particularly for North Carolina families raising children ages 0 to 26 with disabilities. As a non-profit organization operated by and staffed primarily with parents of children with disabilities, we understand the needs of families as they navigate the special education process. We are here to assist all children in accessing a free and appropriate education.
Autism Speaks Resource for families of children who have just been diagnosed with autism called the 100 Day Kit. You can request or download the kit from the organization’s Website or call their Family Services line at 888.288.4762.

NICHCY (the National Dissemination Center for Children with Disabilities offers a wealth of information on disabilities. They serve the nation as a central source of information on disabilities in infants, toddlers, children, and youth. Find easy-to-read information on IDEA, the law authorizing early intervention services and special education. Our State Resource Sheets will help you connect with the disability agencies and organizations in your state.
Local Agency Resources
Pender 4 Kids Smart Start is a statewide program designed to help all of North Carolina’s children enter school healthy and ready to succeed. Smart Start of Pender County, Inc. administers Smart Start Funds in Pender County. We work in collaboration with several local agencies to serve children 0-5 in the community through child care, health care, and family support services. We offer a variety of services in support of parents and providers with the goal of promoting quality childcare in all of Pender County. Smart Start of Pender County, Inc. is a private non-profit corporation and although we are primarily funded by the state, we rely on private contributions, as well as other grant sources to help meet the needs of the community.
