Updated State Laws: What It Means for PCS Students

Pender County Schools remains committed to student health, safety, and academic focus. New state laws reinforce two important areas:

Cell Phones: A new law limits student use of wireless devices during instructional time. PCS will build upon a strong policy already in place, and we will continue to ensure classrooms remain focused and distraction-free. Any revisions to the consequence continuum will be shared with you.

Vaping: Updated regulations on nicotine and vapor products strengthen enforcement statewide. PCS has a strict no-vaping stance and is currently reviewing the consequence continuum for instances of violation. We will inform you of any modifications to the consequence continuum.

We appreciate the support of our families and community in promoting a safe, healthy learning environment for all students.

Please take a moment to review our student handbook that includes dress code and our consequence continuum. Student/Family Handbook

Subject: Required Student Safety Video – State Mandate

Dear PCS Families and Staff,

As required by Session Law 2023-128 (Protecting Our Students Act), all North Carolina public school units must provide students in grades 6–12 with specific information related to child abuse and neglect within the first five days of school.

This law mandates the delivery of age-appropriate materials—including a video—developed by the Center for Safer Schools (CFSS). These materials aim to educate students on:

  • Recognizing signs of abuse and neglect (including sexual abuse),

  • Knowing how and where to report concerns, and

  • Understanding that reporting is confidential, as permitted by law.

Pender County Schools will show the required videos at the beginning of the school year, as mandated. Additional resources, such as posters and student documents, will also be distributed and displayed in accordance with the law.

To learn more about the requirements or preview the materials, you can visit - https://bit.ly/3HbOqAq

To opt your student out of viewing the videos, Pender County Schools asks that you sign and return this letter. In an effort to reach everyone, the letter will also be sent home on the first day of school, and should be returned NO LATER than Thursday, August 28th. Only one letter needs to be signed and returned.

We encourage you to view the videos in an effort to make an informed decision:

We appreciate your support in helping us ensure all students feel informed, supported, and safe as they begin the new school year.
